Welcome back to the only celebrity ranking list that truly matters (to us anyway seeing we made it). It’s the most realistic one you’ll find on the internet seeing it was decided by as little people as possible. We don’t ask millions of people for their opinion so that people can vote over and over again for the same person.
The list is based on who we think is the starlet in Hollywood that had the most development in her career. We also look at what projects they have ahead of them and if those will help them to improve their careers.

The CW has a lot of shows that feature young actresses or as we call them here starlets but that’s all really. It’s also their main demographic really, the teen market.
